Saul Alinsky, one of President Obama's exemplars, said it best:
"No one can negotiate without the power to compel negotiation."

Regardless of that, I don't believe President Obama really cares if Russia
runs roughshod over the Ukraine. I also think he is correct in presuming
that most of the American people don't care about what happens to Ukraine.
So long as what happens there doesn't interfere with his domestic
transformational agenda he could give fig about how crisis plays out.
President Obama DOES realize that he must PRETEND to care about what a
happens in Ukraine, lest our allies and trading partners become panicky in
ways that would likely depress financial markets. Other than that, I don't
imagine that he cares if some of the talking heads on TV think his lack of
definitive action makes him look weak or not. Ultimately those same talking
heads in the main stream news media will give him cover whenever he needs
really it. Not mention that before too long the country's attentions will be
diverted the media to the next soap opera event and then fate of Ukraine
will be forgotten like that of South Ossetia.
