In that letter, the Putin adviser and leader of  Russia's Liberal Democratic party proposed dividing Ukraine's territory  between Russia, Romania, Hungary and Poland. Zhirinovsky is the deputy  speaker in Russia's Duma, and is often aligned with President Vladimir Putin."
