Putin's Crimea Adventure Has the Russian Economy in Freefall

“There’s only one reason why Putin would have played a gambit this risky, and that’s if he believed the West would not respond.  He could have believed that only because of Obama’s “reset” policy of appeasement over the past several years — a policy that offered Russia unilateral concessions in the hopes of winning Russian trust and generosity.  It’s not only Putin who now stands exposed before a slack-jawed world. Obama does too.”
So who’s right? Will the West make Russia suffer for its aggression by imposing crippling economic sanctions on it or is Putin right and its lost the backbone to stand in his way?
