Well it seemed like a good idea at the time. The truth was the Ukraine
lacked the money to maintain any of that left over Soviet military equipment
and munitions. So, if most of it had not been sold off or demilitarized, it
would likely have just moldered into ruin while sitting in storage. That and
stolen. The newly independent Ukraine's armed forces would have to be
re-built from the ground up along Western European lines, if it was to be
able to join NATO as many in the country wanted. In the meantime, the USA
and the EU would guarantee Ukraine's security. Doah!
