Well duh! Of course Specialist Ivan Lopez violated the rules by bringing his gun on post the way he did. Possession of firearms is highly regulated on military installations, as the article discusses. It always has been. The military in general, and the Army in particular, has always operated on the
principle that anything that the Service does not expressly permit its members to do is prohibited. Like they used to say, if the Army wanted you to have a wife they'd issue you one to you. However, making an area a "gun-free zone" just doesn't deter people with evil intent from entering with a gun. In fact, the evidence is that it encourages them.
