Looks like the government only wants immigrants who will be a burden on society.

Anarcho-Tyranny: Oppressing some groups of people with excessive and arbitrary enforcement of the law, while at the same time letting other groups run wild and flaunt the law. In other words, the current state of affairs in much of the country.
