Venezuela rations power as demand soars on hot weather


CARACAS (Reuters) - Venezuela's socialist government on Tuesday announced a nationwide electricity rationing plan to tackle a surge in demand caused by rising temperatures in recent weeks.
The measures include cutting the workday for public officials to six hours, asking private companies to boost energy efficiency and inspecting malls and factories to ensure they meet reduced power consumption targets.
"Within a week, power demand has risen 1,500 megawatts," Electricity Minister Jesse Chacon said on state TV. With demand at 18,000 megawatts, he said, "the system begins to have stability problems."
    Peak temperatures in recent weeks have risen to 34 degrees Celsius (93 degrees Fahrenheit) in Caracas, the capital, and have hit 37 degrees Celsius (99 degrees Fahrenheit) in the sweltering western city of Maracaibo.
The country's average annual consumption per household is 5,878 kilowatt-hours, double the average of the region due largely to sizable subsidies that allow consumers to run air conditioners with little regard to cost.
Power outages are common in the oil-rich country, which depends on hydroelectric dams for 64 percent of its generation.
President Nicolas Maduro's critics say the problems are the result of under-investment in the sector since late socialist leader Hugo Chavez nationalized much of the electrical system in 2007.
A drought in 2010 forced Chavez to institute a broad rationing plan that was widely unpopular, helping push his popularity to the lowest of his 14-year-rule and crippling the country's state-run mining industries.
On Monday, local media reported blackouts in at least 10 of the country's 24 states, pressuring an economy struggling with recession, high inflation and shortages of basic goods.
Maduro has blamed some blackouts on "sabotage."

New Tesla Battery Could End Electricity Bills



Tesla Motors may be close to eliminating the electric bill, at least for some consumers.

Company CEO Elon Musk is expected on Thursday to unveil batteries capable of powering a home or a business, giving consumers with solar panels a chance to generate and store their own energy, and to potentially cut the cord with traditional power providers.

Musk – also chairman of clean energy company SolarCity – revealed his plans in a recent earnings call, letting slip that his company will “unveil the Tesla home battery … that will be for use in people’s houses or businesses, fairly soon.”

The battery is expected to employ the lithium-ion technology used in Tesla's Model S vehicles and be able to store energy for buildings to use during an emergency power outage. But it would still need to draw energy from an outside source – making owners of solar panels a target audience.

(Newser) – Future pledges interested in joining Zeta Beta Tau will have to go somewhere other than the University of Florida. TheGainesville Sun reports that the school's chapter of the fraternity is now closed in the wake of an April 17 incident in Panama City Beach in which ZBT members were accused of spitting on veterans and their service dogs, throwing beer bottles at them, and urinating on an American flag. During its investigation, the university had suspended the frat, already on probation for a hazing incident last fall. "I continue to be saddened and disappointed by the reported mistreatment and disrespect of our military veterans," UF President Kent Fuchs said in a statement. "Our university has always honored, and will always honor, the service of veterans." Due to privacy laws, the college says it won't reveal the fates of individual ZBT members.
The head of ZBT's national org also piped in. "We are absolutely disgusted by the accusations that have been made regarding the behavior of certain members of this chapter," Matthew Rubins said in a release, per My Fox Orlando; he adds that while conclusive evidence about some of the worst accusations hasn't been found, the group believes some members made "irresponsible decisions." ZBTers from Emory University were also alleged to have harassed the veterans, though that college has said in a statement that "to date, no evidence has been found to implicate Emory students," WJHG reports. The founder of the charity retreat where the abuse allegedly occurred, an all-expenses-paid vacation for combat-wounded veterans and their families, adds, "They were being treated like the Vietnam veterans were treated."

A foreign criminal who has been convicted of more than 70 offences has been allowed to remain in Britain because he is an alcoholic.
In what is believed to be the first case of its kind, the Libyan man successfully argued that he would face physical punishment and imprisonment in his homeland, where alcohol consumption is illegal.
The man, who was granted anonymity by the courts and can only be identified by the initials ‘HU’, was said by the upper immigration tribunal to have “behaved disgracefully”.
It means the 53-year-old will be free to continue his alcohol-fuelled crime wave in Britain because the punishment he would face in Libya would be too severe, and because he has a “right to family life” in this country.

French police believe the 24-year-old Algerian native was planning an imminent attack Sunday on one or more French churches in Paris when he shot himself, France’s top security official announced Wednesday. The suspect, who was not named, is a computer science student

PHILADELPHIA (CBS) — Police are searching for two suspects who used an AK-47 to rob a man of his wallet and iPhone a short distance from the Liberty Bell in Philadelphia.
The incident happened at about 2:40 a.m. on April 10th in the 300 block of S. 5th Street in the Society Hill section.

For months, we have been receiving reports that ISIS fighters have begun collaborating with Mexican cartels and training along the US-Mexico border.
Earlier reports have suggested that an attack was imminent.
Every time something like this is leaked, the Federal government categorically denies the findings. The same is true for the most recent allegations that ISIS is operating a camp just a few miles away from the border.

They are afraid of creating an “international incident” and some border agents are allowed to avoid entire areas of the border.
Think about that… There are wide stretches of land that border patrol agents actively avoid because they are officially deemed to be too dangerous to patrol…
Ranch owners have set up hundreds of cameras along the border and the results are shocking. Streams of illegal aliens are entering this country non-stop, and very few are being apprehended. What is even worse is that many of these illegals are carrying firearms right across the border.

Police: Woman killed farmer husband, buried him under manure

ATTICA, N.Y. — A woman has been charged with killing her husband of 30 years and burying his body under a manure pile on the couple's western New York farm.
State police troopers say they were called to the home of 52-year-old Douglas Mess on Monday in the Wyoming County town of Attica and told by his son that his father didn't go to work and hadn't been seen since 8 p.m. Sunday.
Police launched an air and ground search and found Mess' body concealed in a mound of manure at the back of his farm.
Authorities say Mess had been killed by his 48-year-old wife, Charlene Mess. She's charged with second-degree murder.
Charlene Mess is being held without bail Tuesday in the county jail. Her public defender couldn't be reached for comment.

​Norway will shut down FM radio in the country beginning in 2017, Radio.no reports. The Norwegian Ministry of Culture finalized a shift date this week, making it the first country to do away with FM radio entirely. The country plans to transition to Digital Audio Broadcasting (DAB) as a national standard.
A statement released this week by the Ministry of Culture confirms a switch-off date that was proposed by the Norwegian government back in 2011. The government has concluded that the country is capable of meeting all the requirements necessary for a smooth transition to digital.
FM is eight times more expensive than DAB
"Listeners will have access to more diverse and pluralistic radio-content, and enjoy better sound quality and new functionality," Minister of Culture Thorhild Widvey said in a statement. "Digitization will also greatly improve the emergency preparedness system, facilitate increased competition and offer new opportunities for innovation and development."
DAB currently offers 22 national channels as opposed to FM's five, and has the capacity to host almost 20 more. The cost of transmitting radio channels through FM is also eight times higher than the cost of DAB transmission, the ministry reports.
Several other countries in Europe and Southeast Asia are also considering a national move to DAB, but no other country has confirmed a timeline, Radio.no reports.
Norway's transition to DAB will begin on January 11th, 2017.

Newser) – The towing company involved in the viral video that got an ESPN reporter suspended appears content to let the matter drop and doesn't want to see Britt McHenry get fired. In a statement, Advanced Towing of Arlington, Va., cuts McHenry some slack after she got caught viciously berating a company clerk. The towing business is "contentious by nature," it says, and McHenry "is human and errors in judgement can be made in the heat of the moment." The statement, printed in full at theWashington Post, adds that the clerk, Gina Michelle, "holds no ill will toward Ms. McHenry."
Its use of the word "contentious" is right: The Washingtonian reports that Advanced accrued 44 police complaints last year and has an F rating with the Better Business Bureau. McHenry herself has apologized for the rant, but some think she's getting off easy with only a suspension. A typical view there: "We all get mad," writes Rex Huppke at the Chicago Tribune. "We all say dumb things. But most of us don’t say cruel things repeatedly and with such apparent ease."

Was ESPN reporter Britt McHenry provoked by the Towing company employee?


Looks like she was. Again there are two sides to the story. It would appear that the towing company clerk made some pretty snarky and uncalled for remarks herself and that McHenry was merely responding in kind. But the towing company, knowing who she was, doctored up the tape and made it public just to make her look bad (and maybe dissuade her from even thinking about filing a lawsuit as well). Since McHenry is good looking everyone was quick to believe she was a drama queen, an ornery self-centered shrew by nature, didn’t they? Don’t hate me because I’m beautiful.

Lesson Learned: It is not tactically smart to get into a pissing contest with people like towing company clerks or food handlers in a fast food restaurant, no matter how riled up you are and how justified you might feel in giving them hell. After all, there are just way too many ways that such people will be able to get back at you on the spot. Ways that you won’t like at all and won’t be able to do much about! This is one of those times when discretion is the better part of valor. Besides if you blow your stack many people will believe that you will forget about it later when you clam down, and decide its no longer worth the bother to make an issue of it. Whereas if you keep your cool , not only will you not say anything you might have to apologize for later (which will serve to confuse the issue of who is truly the aggrieved party), but the other side will know you mean business and are out for blood when you come after them later. Then they will likely be more anxious to settle on terms favorable to you. Like the saying goes, revenge is a dish best served cold.

Jury convicts Oregon farmer of killing men, feeding to pigs


MEDFORD, Ore. — Jurors spent only about an hour deliberating Tuesday before convicting an Oregon woman of killing two handymen and feeding their corpses to her pigs.
The Jackson County jury found Susan Monica guilty of murdering two men about a year apart, then abusing their corpses by feeding them to the animals at her farm, The Medford Mail Tribune reported (http://is.gd/Ltq4ap ).
Circuit Judge Tim Barnack immediately sentenced Monica to a minimum 50 years in prison.
Prosecutors said Stephen Delicino, 59, was killed in 2012 and Robert Haney, 56, died in 2013.
Monica's changing stories about how she shot Delicino and Haney never matched the forensic evidence, Allan Smith, senior assistant deputy district attorney, told jurors in closing arguments.

DECATUR, Ga. (AP) — A man accused of killing three men as they slept outside and a woman walking to her car near Atlanta initially set out to rob people but was driven by a "bloodlust" after killing his first victim, according to a court filing.
Aeman Presley, 34, faces charges including murder in the killings of two homeless men in Atlanta, a man sleeping outside a shopping center in neighboring DeKalb County and a hairdresser who was heading home after a dinner out with friends in a nearby suburb. The Fulton County and DeKalb County district attorneys have both said they intend to seek the death penalty against him.
Presley is due for his first appearance before a DeKalb County judge Monday.
Presley took a Greyhound bus from Los Angeles to Atlanta in May 2014 "hoping to rejuvenate his beleaguered acting career," according to a sworn statement by an investigator with the Fulton County district attorney's office. The statement was made in support of a request for a search warrant to obtain Presley's cellphone records.
Presley moved into a homeless shelter in Atlanta and took odd jobs at a restaurant and catering company to make money. But as his money began to run out, he sought other ways to earn a living, the statement says. He bought a Taurus .45 revolver "from someone on the street" in August and took a bus to DeKalb County on Sept. 26 intending to find someone to rob, the statement says.
He saw a man, later identified as 53-year-old Calvin Gholston, sleeping in a breezeway at a shopping center, and instead of trying to rob him, Presley shot him three times, killing him, the statement says.
"Immediately thereafter, Presley experienced a self-described adrenaline fueled high," the statement says. "This high manifested into a 'bloodlust' which compelled Presley to commit two more murders in Fulton County."

Ohio officer praised for restraint, refused to shoot slaying suspect



Apparently we should disarm our police so deranged people won’t be tempted to seek out “suicide by cop”.
NEW RICHMOND, Ohio — An Ohio police officer is being praised for holding his fire even as a slaying suspect charged him, saying repeatedly, "shoot me."
WLWT-TV in Cincinnati reports (http://bit.ly/1EXuKaK ) the tense moments were captured Thursday on a body camera worn by New Richmond officer Jesse Kidder.
The video shows Kidder with backpedaling and telling 27-year-old Michael Wilcox he doesn't want to shoot him.
Wilcox is charged with killing his 25-year-old girlfriend and is a person of interest in a Kentucky killing. Kidder says dispatchers told him Wilcox could try to force a "suicide by cop" after a chaotic, violent chase.
Kidder says a relative gave him the body camera following the deadly officer-involved shooting in Ferguson, Missouri.
Wilcox was being held Saturday on $2 million bond. No attorney information was available.

It always irks me when the police and/or the media assign motives to the perpetrator in robbery-murder cases like this. Really how does anyone know that it was a botched robbery or a “robbery gone awry”? That makes the assumption the perpetrator or perpetrators did not intend to kill the victim, when the fact is they may very well have intended to murder the victim all along, out of race hatred or  class envy, to eliminate witnesses or just for the  thrill of the kill. There is certainly nothing to suggest that they did not. Motive has yet to be established, the perps claim they didn’t commit the crime. So the police are being way too generous to the alleged perpetrators of this crime in claiming to understand what their intent was.

University of Florida football player J.C. Jackson was arrested Saturday night for his role in an armed robbery in Gainesville, FL., where he's being held by local police on $150,000 bond.
Jackson, a 5-11, 195-lb. defensive back who redshirted for the Gators his freshman year in 2014, turned himself over to cops hours after allegedly setting up the robbery that allowed two gunman to steal $382 in cash, marijuana and two video gaming consoles.
According to the police report, Jackson called the victim and set up a visit to his apartment to hang out and smoke weed. When Jackson - who the victim described as an acquaintance - arrived, he opened the door without knocking, looked in to find the the victim and two guests inside the apartment, then closed the door behind him.
Jackson was then let into the apartment, only this time he was joined by two unidentified males. He soon walked out the door again, supposedly to answer a phone call.
That’s when one of the visitors allegedly pulled out a gun, ordering all the victims on the ground while his accomplice emptied their pockets. The crooks also made away with weed and the gaming systems - reportedly Xboxes - before fleeing in “Nissan-type” car, according to News 4 Jacksonville.
Jackson never returned to the apartment, but called his victim later that day once police arrived at the crime scene.
This is the second gun-related incident involving the 19-year-old Jackson, who was grazed by a bullet in his hometown of Immokalee, Fl., on Christmas Eve. Days earlier, he was a passenger in a car driven by Florida QB Treon Harris that cops pulled over and found weed in before charging Harris with driving without a license.

ISIL Seeks A New Gimmick

In March West of Mosul ISIL gunmen tried to attack a Kurdish headquarters but were repulsed with heavy losses. The inability to get through Kurdish security has been a source of great frustration for ISIL. For a while ISIL had a winning combination with Islamic terrorists willing to die and a carefully cultivated (via grisly videos released on the web) reputation for savagery. This worked against most Iraqi soldiers and police who would flee when a few dozen ISIL gunmen showed up. This never worked against Western troops, or against the Iranians or the better trained and led Kurds. Now it isn’t working against many militias, especially self-defense groups who have nowhere to run. All this has been very bad for ISIL because of the large number of inexperienced new recruits they now use. Most of these new guys are willing to die, but in a gunfight they don’t know how to be useful and frequently just get killed. That demoralizes their fellow newbies and that is leading to plunging morale, more desertions, jailing and execution of deserters and even more ISIL wondering what happened to the good old days. People no longer fear ISIL and they are increasingly quick to kill ISIL men on sight. Don’t they want to be saved by joining the new religious dictatorship that ISIL says will solve all the problems of corruption and bad government. It’s all so confusing now and ISIL leaders are scrambling to create a new gimmick to stave off looming defeat.

Lost phone deals blow to Metallica album

 Metallica are dealing with a major setback after guitarist Kirk Hammett lost a phone containing the bulk of his ideas for their new album.
The rockers are currently working on a follow-up to their hit 2008 record Death Magnetic.
Hammett has revealed he misplaced his mobile phone which contained around 250 song concepts.
He has told The Jasta Show podcast he was devastated.
"I put riffs on my iPhone, but something very unfortunate happened to me about six months ago. I lost my iPhone (containing) 250 musical ideas. And I was crushed. It didn't get backed up ... I was bummed out for about two or three days ... I just plain lost it. I can't find it. I'm still looking for it to this day," he said.
Merrick said he is still hoping the mobile might turn up.
"To try to remember those riffs...? I can only remember, like, eight of 'em. So I just chalked it down to maybe it just wasn't meant to be and I'll just move forward with it."
Hammett insists he will learn from his mistake and he urges other artists to back up their mobile phone data.
"I make sure the phone is f***ing backed up. All you musicians out there who use your phone, make sure it's backed up. Right?"

The debate in the nation’s capital and across the country over whether police should wear body cameras has quickly evolved into a new and perhaps more difficult question: Who gets to see the video?
Officials in more than a dozen states — as well as the District — have proposed restricting access or completely withholding the footage from the public, citing concerns over privacy and the time and cost of blurring images that identify victims, witnesses or bystanders caught in front of the lens.
In the wake of fatal shootings by police of unarmed black men in Ferguson, Mo., North Charleston, S.C., and elsewhere, government watchdog groups, journalists and protesters say keeping the videos secret undercuts the point of an initiative designed to improve trust between citizens and law enforcement.
In the District, Mayor Muriel E. Bowser (D) tucked a proposal into a budget bill to exempt videos from the Freedom of Information Act, effectively barring access to the public. That came weeks after she announced a new era of open government and a police force held accountable through the widespread use of body cameras to allay fears of misconduct that are roiling other American cities.
“I applaud the mayor’s decision to introduce cameras here in the city, but to exempt the footage from FOIA requests is just silly,” said Delvone Michael, director of D.C. Working Families, who has spent most of the last month in Ferguson helping with elections.
“Who’s going to police the policemen if no one can have access to the footage except for them?” Michael said.
Lawmakers in several states have offered different approaches to find the right balance between transparency and privacy — an issue that became an afterthought amid the rush to pin cameras on officers’ shirts.
A bill pending in Georgia would release recordings only to those involved in a video or to someone who filed a complaint. Legislators in Oregon are considering a measure allowing videos to be released only if they’re part of a court proceeding or if they involve officer-used force. Seattle puts most of its video on the Internet but blurs the entire screen, leaving shapes visible but indistinct and without sound.
