Actually, sticking a shotgun inside an enormous plastic super-soaker squirt gun  was a rather clever way to conceal the gun from onlookers. Of course, painting the shotgun neon green and orange would probably have worked as well at confusing witnesses. I can see where such a ploy, if used on a large scale by street gangs, could cause even greater public relations problems for big city police.  But of course that is the point, isn't it? That and creating a rational for placing state and local police forces under greater federal government control to prevent them from overreacting in a "racist" manner.
