The Contempt That Poisoned Flint’s Water - The New Yorker

Interesting. If this article is to be believed that state of Michigan seriously mishandled the case. Of course the heart of the problem is that Flint is bankrupt and for that reason was under state supervision and could not afford to hook into Detroit water system (from Lake Huron). The state supervisor decided on a  work around that the city government apparently wasn’t competent to handle (get the water out of Flint river). Now there is Republican blood in the water so the Democrats (who run Flint incidentally) have more incentive to fix the blame than fix the problem.
 
 
When Michigan officials systematically ignored tests and dismissed concerns, it was the city’s citizens who suffered.
