Pentagon Doesn't 'Have a Working Theory' on Culprits Behind MH17 Takedown

The shoot down was probably the result of a blunder, a misidentification.
After all, the Russians shot down airliners before under the old Soviet
regime and are still quite capable of "terrifying sloppiness", as Ralph
Peters characterized it.

But in all fairness one has to ask what was the airliner doing flying over a
war zone? A declared "no fly zone" at that! Keep in mind that U.S. forces
also shot down an airliner by mistake under similar circumstances on July 3,
1988, when the U.S.S. Vincennes shot down an Iranian commercial passenger
plane over the Persian Gulf when it mistook it for a warplane on an attack
vector, killing all 290 people aboard. And of course the Vincennes used the
sophisticated Aegis air defense system and had a crew and leadership that
was likely much more squared away than the Ukrainian pro-Russian separatists
operating the SA-11 launch vehicle.
